Home Town Heroes 2020, Wall of Warriors

The St. Jerome Guild, Inc., is announcing a new initiative to honor the COVID-19 healthcare workers of the Rochester Regional Health/UMMC and the Jerome Center in Batavia, NY. The Guild’s mission is to continually support our local hospital, and especially, now, during these extraordinary times.

As a special tribute to all 1000 UMMC employees during this pandemic, who are serving on the front lines as well as all supporting personnel, the Guild would like to honor each employee with a gold embroidered star.

The Genesee Livingston Orleans Wyoming (GLOW) community is welcome to support in this initiative by donating $10 per star representing an employee who may be a family member or friend, or just as a thank you for health-care providers’ tireless dedication and courage, taking outstanding care of all patients who are suffering through these unsettling and disconcerting times. There is no limit to donors wishing to honor more than one employee! The star donations will be accepted by check made payable to: St. Jerome Guild with notation ‘star’ mailed to St. Jerome Gift Shop at 16 Bank Street, Batavia, NY 14020.

The final project will incorporate all the stars to be embedded into frames that will be on display at the North Street and the Bank Street Campuses entitled, UMMC “Home Town Heroes – Wall of Warriors 2020.”

Batavia Kiwanis Donates $2K to Foodlink

Kiwanis Club of Batavia has donated $2,000 to Foodlink to help feed children and families in Genesee County. The Club has been serving the children of our community and beyond since 1923.

“Foodlink is proud to serve the residents of Genesee County and collaborate with our hunger-relief partners to help individuals and families overcome the hardships created by the COVID-19 public health crisis,” said Julia Tedesco, President & CEO of Foodlink. “The Kiwanis Club’s generous donation comes at a critical time, and helps increase access to nutritious food for hundreds of households throughout the county.”

With the help of many local volunteers, Foodlink hosted six drive-thru distributions in Genesee County in April and May; three at Northgate Church in Batavia, two at Penuel Christian Fellowship in LeRoy, and one at Bergen Evangelical Presbyterian Church. More than 1,500 emergency food supply boxes were distributed to individuals and families in need. Foodlink also continues to work with its network of hunger-relief agencies (food pantries, meal programs, etc.) throughout Genesee County, which includes several partnerships in Batavia.

From Bob Conrad, Kiwanis Club President, “When the shutdown first started, Kiwanis Club members immediately started reaching out to food-providing agencies regarding the need for volunteers and funding. We discovered that Foodlink was providing and coordinating the food resources for our local agencies, such as Salvation Army and Community Action Genesee-Orleans. We learned that they can provide $6 worth of food for every $1 spent. We decided this is the most effective way to support emergency food initiatives in the county.”

The funding provided will support existing emergency food efforts in Genesee County, and allow for the purchase of food, expenses associated with storage, and distribution to various partners, food box sites, and hunger-relief programs throughout the county.

According to Feeding America’s recent report, The Impact of the Coronavirus on Food Insecurity, Genesee County’s food-insecurity rate is expected to rise from 10.2 percent to 15.7 percent, which equates to more than 9,100 county residents who now live in food-insecure households due to the pandemic. Food insecurity is the USDA measurement used to determine a household’s limited or uncertain access to enough nutritionally adequate food for everyone in the household to live a healthy life.

Jonathan Tretter, Treasurer, and Robert Conrad, President of the Kiwanis Club of Batavia, present a $2000 donation to Foodlink Director of Development Julie Burke. The donation will be used to fund food charities in Genesee County.

SITUATIONAL UPDATE

May 22, 2020

STAY HOME; WASH HANDS; SOCIAL DISTANCING; WEAR A FACE COVERING!

As we move into the Memorial Day weekend, we would like to take a moment to remember those who fought for our freedom and have given the ultimate sacrifice, their lives. We appreciate each of these individuals and their families who gave so much for this great nation. Even though there aren’t any public gatherings or parades, it doesn’t stop you from visiting cemeteries and monuments or have your own household time to remember our service men and women as long as you continue to social distance. This is also the unofficial beginning of summer and we encourage people to be creative on how they can safely enjoy the great weather without putting others at risk of contracting COVID-19. Consider planting a victory garden of flowers, fruits and vegetables, go for daily hikes while social distancing, and/or start up some new hobbies. Take time to step back and enjoy the slower pace we have found ourselves in during this pandemic. Remember to journal about how you and your family made it through these historic times. We are one day closer to making this a memory, remember this is only temporary. We can get through this together, without being so close.

Un-PAUSING does NOT mean we can start having social events, even outside. The Governor’s Executive Order still bans gatherings of any kind, in any location, to no more than 10 people.

  • No yard/garage sales: Currently state guidelines are restricting these activities. The virus can be on items for several hours/days depending on the surface and can cause infection. People are touching the items to examine them, so it can put others at risk.
  • The more socialization that occurs the higher risk of transmitting the virus, especially to those who are most vulnerable. It is imperative we still restrict social/family gatherings until we are certain to have this under control and/or there is a vaccine.
  • It is expected we will see an uptick of positive cases and mandatory quarantines as social interaction increases.
  • If cases increase, it shows us people may be ignoring the orders to not have gatherings of 10 or more people, not social distancing, not hand washing/sanitizing, disinfecting shared surfaces often, and/or not wearing face coverings properly.
  • This can also impact our ability to continue the re-opening phases.
  • We ask that you respect the guidance and continue to social distance.

New York State on PAUSE: NYS on PAUSE will continue until at least May 28, 2020 regarding large and social gatherings. To assist local authorities with enforcement of these orders, the Governor established the New York State PAUSE Enforcement Assistance Task Force where individuals can file complaints regarding the operation of non-essential businesses or gatherings 24 hours a day, 7 days a week. Click here to file a complaint online. You may also call 1-833-789-0470. Businesses that are not in compliance with the Governor’s executive order may be penalized.

  • Masks / Face Coverings Both counties are still low in supplies of masks. They are being distributed to high-risk agencies / businesses as prioritized and if there is a supply left over they will be distributed in an appropriate manner. County plans for releasing supplies to the public will be forthcoming as supplies become available. Additional information will be released by the respective County Emergency Management offices as appropriate.

Memorial Day in Genesee County

The COVID-19 pandemic has forced the cancellation of a number of Memorial observances.

William Joyce, Genesee County Veteran Services Agency

The Memorial Day parade was canceled by City Hall and gatherings of almost any number are not permitted.

But the Genesee County Veterans Service Agency is making sure vets from our area get the recognition they deserve – even if the public cannot attend.
Observances are planned at Genesee County Park, the Batavia VA, Upton Monument and elsewhere. The largest Memorial Day Observance is at the War Memorial on the UMMC Jerome Center.

But, as Veterans Service Agency Director William Joyce tells us, it will be different this year

The ceremony will be video streamed.

We have a list of all the observances HERE

The highest one-day death toll was reported in April, but that number has been consistently dropping ever since.

Locally, only one new positive case of COVID-19 was reported late yesterday in Genesee County.

Memorial Day weekend is coming up and New York State has laid out guidelines for how our country’s veterans can be honored.

Vintage Aircraft Stage Fly-Over in Batavia

Batavia missed out on the Air Force fly-over earlier this week but we will still see one tomorrow.

The aircraft will be a little slower and noisier but the intent will be the same.

The National Warplane Museum in Geneseo is ready to pay tribute to those on the front lines of the coronavirus pandemic.

“Operation Thanks from Above” is scheduled to fly-over the V-A Hospital in Batavia and United Memorial Medical Center at about 11:24 tomorrow morning.
You may want to add a few minutes on either side of the scheduled 11:24a.m time to be sure you don’t miss it.

The flyover will be led by Whiskey 7, a Douglas C-47 that is a part of the annual Warplane Museum’s annual airshow in Geneseo.

Morning News Briefing

On the day that Genesee County begins to re-open from the coronavirus shutdown, the disease takes another life.
The health department reported late yesterday a new death related to COVID-19. This person was only identified as an individual over the age of 65.
This brings to four the number of people to die in from the virus in Genesee County.
In Orleans County, another person has died from coronavirus at the Villages of Orleans Health and Rebab center, also a person over 65, and the 20th person to die at the nursing home in Albion since the pandemic began.
In terms of new positive cases, one was reported in Genesee County yesterday and one new case was reported in Orleans County.

After being shut down for weeks, the Finger Lakes region will be allowed to start reopening its economy today. Genesee County is included in the region.
New York State says the region has achieved all seven benchmarks needed to start phase one of a four-step reopening process.
Businesses in industries like construction and manufacturing will be allowed to get back up and running first.
Once they’re opened, businesses will need to follow strict guidelines to keep both customers and their employees safe.

Some confusion surrounding today’s partial re-opening of Genesee County related to the local DMV office.
County clerk Michael Cianfrini tells us the county’s department of Motor Vehicles is not re-opening.
The DMV office will remain closed until at least Phase-two of the “un-pause” New York order is allowed.

The Genesee County legislature is now only eight members.
District 1 legislator John Hilchey has resigned his post. Hilchey served the Towns of Oakfield and Alabama.
He said his service on the legislature was a having a negative impact on his employer
Republican Party chairmen in Oakfield and Alabama are putting out the call for a candidate to fill Hilchey’s seat.

Officials with Six Flags Darien Lake have announced details of the reservation system that’ll be in place this year in an effort to prevent the spread of coronavirus.
Season pass holders will get the first chance to choose which day they want to visit the park before those reservations will be available to everyone else.
Guests will only be allowed to enter the park at the time they selected.
There’s no word yet on when the park will open.

It looks like New Yorkers are going to have to wait a bit longer to find out if the state fair will happen in Syracuse this year.
The state says any decision on the 2020 event will likely be made at the last minute.
The fair is scheduled to start in August.

Genesee County DMV Remains Closed

In light of the recent announcement that Genesee County has been included in the Governor’s Phase I plan to begin lifting restrictions in the Finger Lakes Region, I would like to clarify that unfortunately this does not apply to the Genesee County DMV. Pursuant to the Executive Orders issued by the Governor in March, every DMV in the state was closed to the public and thus far none have been cleared to reopen.

In recent days we have fielded hundreds of calls from individuals inquiring as to whether we will be reopening to the public on May 18th, so I would like to clarify and state that unfortunately the Phase I plan does not include the DMV. Therefore, until the state lifts the closure, we must remain closed to the public until further notice.

However, while we are prohibited from opening our doors to the public at this time, we remain committed to serving the public to the extent possible. Our office continues to handle a wide range of transactions submitted through the mail or deposited in one of our drop boxes. If you need to do any of the following transactions, please feel free to submit your paperwork either through the mail or preferably through one of our DMV drop boxes located on Court Street in Batavia or Main Street in Leroy:

– Registration renewals
– Transferring plates from one vehicle to another vehicle owned by the same individual
– License plate surrenders
– Driver’s license renewals, provided an electronic eye test has been submitted, or a form MV-619 Vision test is included.

If you drop off or mail any of these transactions to us, please remember to include your full name, physical address and a phone number in case we need to reach you.
Also, please rest assured that if your driver’s license or registration expired in March they are still valid and you cannot be ticketed for the expiration.

Governor Cuomo, through executive order extended all of those expiration dates “until further notice”. I, along with other County Clerks, have advocated to him and our state Commissioner of Motor Vehicles to continue extending those expirations so that when we do reopen, we can do so in a measured, controlled manner. Otherwise, a situation may be created where maintaining order and social distancing in our office would be extremely difficult with the surge of customers.

Once we are cleared to reopen the DMV to the public, we are putting measures in place to help ensure the safety of both the staff and our customers through limiting the number of customers in the office, identifying safe distancing locations for those in line, and requiring the wearing of masks to enter the building and our office. Further, we are restricting entrance to only the door on the west side of building, between County Building #1 and the Old Courthouse. The exit will be on the east side of the building on Court Street. This will minimize the risk of contact between people passing in the hallways.

We appreciate everyone’s patience through this difficult time, and I remain confident that we can get through this together until some semblance of normalcy returns. If you have any questions, please feel free to send us an email. at county.clerk@co.genesee.ny.us

The facility breakdown is only showing those facilities from where we received a postive     swab for COVID-19.  Facilities will be added when and if there is a positive case of COVID-19.  If a regulated facility from either of our counties is not listed, there are no positive cases of COVID-19 as of the release of this briefing.  The local health departments do not have oversight with many regulated facilities, which may include nursing homes, correctional facilities, hospitals, etc.

Un-PAUSING does not mean business or life as usual!  Be advised the more socialization that occurs the higher risk of transmitting the virus, especially to those who are most vulnerable.  It is imperitive we still restrict social/family gatherings until we are certain to have this under control and/or there is a vaccine.  It is expected we will see an uptick of positive cases and mandatory quarantines as social interaction increases.  If cases increase, it shows us people may be ignoring the orders to not have gatherings of 10 or more people, not social distancing and/or not wearing face coverings properly.  This can also impact our ability to continue the re-opening phases.  We ask that you respect the guidance and continue to social distance.

New York State on PAUSE: To assist local authorities with enforcement of these orders, the Governor established the New York State PAUSE Enforcement Assistance Task Force where individuals can file complaints regarding the operation of non-essential businesses or gatherings 24 hours a day, 7 days a week. Click here to file a complaint online. You may also call 1-833-789-0470. Businesses that are not in compliance with the Governor’s executive order may be penalized.

·         Re-Opening Guidance:  The State has provided a template for all businesses to help develop their written Safety Plan to help prevent the spread of COVID-19.  This plan does not need to be submitted to a state-agency for approval, however it must be retained on the premises of the business and must be made available to the New York State Department of Health (DOH) or local health or safety authorities in the event of an inspection.  Be advised the local health departments are NOT the gatekeepers in these next steps.  We are NOT reviewing/approving plans and we don’t have the ability to make decisions on who is / who isn’t a part of the first phase nor have we been provided with guidance on interpreting who is and who isn’t included.

Morning News Briefing

The Genesee County Legislature, by a close and rarely used weighted vote, has decided to halt revenue sharing with towns and villages at least for now.
Why? The county is crying poverty due to its own financial losses because of COVID-19.
Legislature Chair Rochelle Stein tried to reassure town and village leaders who joined in the electronic virtual meeting last night that they would, “not be left behind.”
The vote was 5 to 4 to stop the revenue payments and even when weighted voting was applied, the measure still passed

Four farmhands are burned out of their mobile home in Elba.
Flames quickly destroyed the trailer on the Oak Orchard Dairy yesterday afternoon. Officials labeled the cause as accidental due to a faulty connection to a clothes dryer.

For the first time since the county health department has been announcing daily COVID-19 infections…no new cases of the virus have been reported over the past 24 hours in Genesee or Orleans Counties.
In Genesee County, four active cases remain hospitalized, in Orleans County, 10 positive cases are in the hospital.

The number of coronavirus-related deaths in neighboring Erie County has reached another grim milestone.
Officials say 400 residents have now died after getting infected, while nearly 46-hundred people have tested positive for the virus.
The news is another tough blow to the Western New York region’s ongoing attempt t\o reopen its economy. The region needs to reach seven state mandated benchmarks to begin re-opening.
Genesee County, as part of the Finger Lakes region, has met all seven and will be allowed to slowly re-open beginning tomorrow.

Nursing homes across the state are raising questions about a new testing mandate announced by Governor Cuomo.
He’s calling on all employees at those facilities to be tested twice a week for coronavirus.
However, some nursing homes question they will be able to conduct such screen – and ask who will pay for it?

Pediatric Multi-System Inflammatory Syndrome is a new health condition appearing in children between the ages of 0-21. Some doctors think the condition is related to having COVID-19, but the connection is still not clear. If you notice any of the following symptoms, call your pediatrician: a fever that won’t go away, abdominal pain, diarrhea or vomiting, rash or changes in skin color, trouble breathing, and your child seems confused or overly sleepy. While Pediatric Multi-system Inflammatory Syndrome sounds frightening, the American Academy of Pediatrics reminds parents that this condition is very rare.

Results of Small Business Survey Released

The Genesee County Economic Development Center, Genesee County Chamber of Commerce, the Batavia Development Corporation and the Batavia Business Improvement District appreciate the response of small businesses to a recently conducted on-line survey.

With the anticipated resumption of manufacturing and construction services in the Finger Lakes Region on May 15, 2020 the business organizations are looking to collaborate in developing a plan to assist small businesses on Main Streets in city, towns and villages across Genesee County to help them ready for their re-opening.

“Governor Cuomo’s NY Forward plan provides a path for Genesee County and the Finger Lakes Region to reopen intelligently and safely,” said GCEDC President and CEO Steve Hyde. “The input of our small business community, manufacturers and local leaders shows that re-opening safely is a shared priority, and our economic development team supports that mission.”

Conducted the week of May 4th, more than 100 businesses in various sectors, including dining/hospitality, entertainment, fitness, medical services, non-profit, professional services and retail completed the on-line survey. Among the highlights:

● Challenges to Re-Opening:
Businesses see getting customers back into their doors (63% highest or next highest), access to PPE (46% highest or next highest) and developing a safe re-opening plan (41% highest or next highest) as their biggest challenges to re-opening.

● Financial Assistance:
63% of businesses applied for either the Economic Injury Disaster Loan (EIDL) or Payroll Protection Program (PPP) programs. Of those that applied, 50% had received EIDL assistance, and 82% had received PPP assistance.

● Interest in Business Supported Programming:
Respondents support a coordinated Genesee County Shop Local campaign (87%) expressed interest in safety plan development and training (45%).

Along these lines, the Genesee County Chamber of Commerce will host a Zoom Webinar on Thursday, May 14th from 1 p.m. to 2 p.m. featuring Paul Pettit, Public Health Director for Genesee County.

The topics to be covered during the webinar include the status of the County’s reopening; formulating a reopening plan for your business; sanitation and social distancing tips at your workplace; and, reopening guidance from the Genesee County and Orleans County Health Departments.

    • Business Safety Precautions:
      • Each business and industry must have a plan to protect employees and consumers, make the physical work space safer and implement processes that lower risk of infection in the business.

In developing these plans, businesses will need to consider three main factors.

    • The first factor is protections for employees and customers. These include possible adjustments to workplace hours and shift design as necessary to reduce density in the workplace; enacting social distancing protocols, and restricting non-essential travel for employees.
    • The second is changes to the physical workspace, including requiring all employees and customers to wear masks if in frequent close contact with others and implementing strict cleaning and sanitation standards.
    • The last factor for businesses to consider is implementing processes that meet our changing public health obligations, like screening individuals when they enter the workplace, or reporting confirmed positives to customers. While these processes will vary from business to business, almost everyone will have to adapt, in some way or another, to our new normal.

Morning News Briefing

The Finger Lakes region has been given the green light to start reopening its economy…and the Finger Lakes region includes Batavia and Genesee County.
Governor Cuomo has announced that the area has reached all seven benchmarks required to allow some businesses to get back up and running again.
That process can begin once the governor’s “New York State on PAUSE” executive order expires on Friday.
All retail businesses will be able to perform curbside pickup and drop-off going forward.
Meanwhile, the state says it will allow low-risk professions such as landscaping, low-risk outdoor recreational activities and drive-in movie theaters to reopen.

The City of Batavia predicts a $2.5-million budget gap this year. Much of that shortfall due to a sharp decline in sales tax revenue.
The city has already imposed a hiring freeze, some part-time layoffs and cancellation of the summer youth program.
Now, City Manager Martin Moore has directed additional cuts in each department including the layoff of a crossing guard and a delay in vehicle purchases for the police department, the elimination of street light replacements and various other cuts in supplies.
No full time city employee layoffs have been announced so far.

Batavia Republican Assembly Steve Hawley is calling for Governor Cuomo’s emergency powers to come to an end. Hawley says it’s time to return to established state government operations and legislative powers.

The Batavia City Council has given the go-ahead to the Genesee County Farmers Market to begin operations on June 5th.
But not before a number of councilmen questioned whether or not food trucks should be part of the market.
Councilman John Canale, and others, cited complaints from existing downtown restaurants that the food trucks were drawing business away from them. Ultimately council dumped the issue back into the laps of the Business Improvement District which sponsors the farmers market and has a number of restaurants as members.

National Police Week Recognized Locally

In 1962, President John F. Kennedy signed a proclamation which designated May 15 as Peace Officers’ Memorial Day and the week in which that date falls as National Police Week. Typically, tens of thousands of law enforcement officers from around the world converge on Washington, DC to participate in a number of planned events which honor those officers that have paid the ultimate sacrifice during this week.

Unfortunately, due to the COVID-19 pandemic these events have been cancelled this year. Genesee County Sheriff William A. Sheron, Jr., City of Batavia Police Chief Shawn Heubusch, Village of Le Roy Police Chief Christopher Hayward, along with the Genesee County Legislature, recognize this week in honor of all those in the law enforcement profession for the countless hours each officer dedicates to the community in which they serve.

“We commend the women and men of the law enforcement community for their selfless dedication to the protection of the citizens and communities they serve. May God bless them and their families. Please take a moment and join us in paying tribute to these tremendous individuals and remember those that have given the ultimate sacrifice,” stated Sheriff Sheron, Chief Heubusch and Chief Hayward.

Morning News Briefing

The pressure is on at the Villages of Orleans Nursing and rehabilitation Center in Albion. Another resident there died over the weekend from COVID-19 related illness.
Assemblyman Steve Hawley of Batavia, whose district includes Albion, says a number of agencies are now involved in the investigation of the nursing home. Among them, Hawley said, is the Orleans County District Attorney and Sheriff’s Department.
Hawley said the State Department of Health that has regulatory control over nursing homes in the state, conducted a surprise inspection in April and found the Villages of Orleans in compliance with state guidelines.
Hawley described the situation at the privately owned nursing home as, “out of control.”

Governor Cuomo has announced that hospitals cannot discharge patients to nursing homes if they’ve tested positive for the disease.
Staff members at nursing homes also need to be screened twice a week for the virus.

Lieutenant Governor Kathy Hochul says Western New York is making progress towards reopening its economy. Hochul says while the region has reached several benchmarks laid out by Governor Cuomo, progress is still needed in some areas. She says people can help out by wearing masks in public and taking part in social distancing.

Starting today, all Amtrak customers will be required to wear masks onboard trains. The company says its part of an effort to keep people safe as it increases service to meet customer demand in the Northeast. In addition to masks, travelers must also follow proper social distancing protocols while onboard, in stations and at ticket counters.

In the next few days all registered voters will be receiving an absentee application in the mail from the Genesee County Board of Elections.
This allows voters to use “temporary illness” due to the COVID-19 pandemic to apply and mail in your application with a prepaid envelope.
After the application is received, the board of elections will mail your ballot.
This application is good only for the June 23rd Primary Election.

Western New York drivers are continuing to find consistent prices at the pump. Gas Buddy-dot-com shows an average price of a gallon of regular in Batavia at $2.27.On the reservation in Basom, a gallon of regular is $1.55.

COVID-19 Daily Update May 8, 2020

SITUATIONAL UPDATE

May 8, 2020

STAY HOME; WASH HANDS; SOCIAL DISTANCING; WEAR A FACE COVERING!

Nurses’ Week – we would like to take a moment to thank our nursing teams in both counties as well as all the nurses who are working so hard to help those under their care. They daily provide care, instruction, encouragement, compassion, and strength to the patients and their families they are in contact with. We greatly appreciate all you do every day no matter if it is a routine day or in the midst of a pandemic, thank you!

New Cases

  • As of 2:00 p.m.
    • Genesee County received 1 new positive case of COVID-19 for a total of 162 positive cases
      • The positive case resides in Batavia.
      • The positive case is in their 80’s.
      • The newly positive individual was not on quarantine prior to becoming symptomatic.
      • 1 of the previous positive cases has recovered and has been released from mandatory isolation.
      • 5 of the total active positive cases are hospitalized.
    • Orleans County received 0 new positive cases of COVID-19 for a total of 124 positive cases
      • 2 of the previous positive community cases have recovered and have been released from mandatory isolation.
      • 7 of the total active positive cases are hospitalized.
      • We are reporting that an individual (under 65 years of age) who lived in The Villages of Orleans Health and Rehabilitation Center passed away. Due to privacy issues, we are not releasing further details about this individual. I would like to express my sincerest sympathy for these individuals’ family and friends.”

  • COVID-19 Serology Testing (SARS-CoV-2): Serology tests look for antibodies (proteins that fight off infections) in the blood to better understand how many COVID-19 infections have occurred. Provides a more complete estimate of how common COVID-19 is (or the incidence of infection) and is a guide to control measures, such as social distancing.
    • 44 residents of Orleans County had the Serology Test for antibodies against SARS-CoV-2 (COVID-19) and 4 returned positive. 336 residents of Genesee County had the Serology Test for antibodies against SARS-CoV-2 (COVID-19) and 12 returned positive.
    • Serology tests are not used for diagnosis. These tests are more for research to help in the development of vaccines and in understanding the scale of the pandemic.
    • The tests look for the antibodies in the blood. If antibodies are found it means there has been a previous infection. It takes 1-2 weeks after the first symptoms appear for antibodies to develop in the body. Antibodies can take 2-3 after infection to develop, so people should not get the antibody test too early or it may give false negative results. This is an aid in identifying individuals with an adaptive immune response to COVID-19, indicating recent or prior infection. There are also several different strains of coronavirus and the antibody may pick up a different coronavirus type other than the current pandemic novel strain, causing positive for coronavirus antibodies. Not everyone will develop an antibody response.
    • It is currently unknown if someone who has been infected with COVID-19 will be immune to the virus if exposed in the future.

  • Mothers’ Day: As with any special holiday, it is important during COVID-19 we continue social distancing. This is not the time to be having barbecues, large family gatherings. Honor your Moms creatively by facetiming, sending them some special treats, calling on the phone, but if you don’t live in the same household honor them from a distance. Keep your Moms healthy and safe and stay 6 feet away. We don’t want to see a rise in positive cases because people didn’t heed social distancing.
  • In order to un-PAUSE safely, we need to continue to be intentional about social distancing, properly wearing face coverings, handwashing/sanitizing and limiting time in public. As seen over the last week there have been daily increases in community spread cases of COVID-19. If we see a significant increase in community acquired positive cases it may hinder our ability to move forward and re-open our counties. It is up to each of us individually to adhere to the guidelines in place, this is about respecting others and their safety understanding as we protect others we are protecting ourselves.
    • Phased Plan to Re-open New York: https://www.governor.ny.gov/programs/new-york-forward
      • Do No Harm and Strengthen Healthcare System – Based on CDC recommendations, regions must experience a 14-day decline in hospitalizations and deaths on a 3-day rolling average. Regions with few COVID cases cannot exceed 15 new total cases or 5 new deaths on a 3-day rolling average. A region must have fewer than two new COVID patients admitted per 100,000 residents per day.
      • Testing and Contact Tracing – Regions must implement a testing regimen that prioritizes symptomatic persons and individuals who came into contact with a symptomatic person, and conducts frequent tests of frontline and essential workers. Every region must have the capacity to conduct 30 diagnostic tests for every 1,000 residents per month.
      • Priority Industries for Re-Opening:
        • Phase One: Construction; Manufacturing & wholesale supply chain; Select retail using curbside pickup only
        • Phase Two: Professional services; Finance & Insurance; Retail; Administrative support; Real Estate & Rental Leasing
        • Phase Three: Restaurants & Food Service; Hotels & Accommodations
        • Phase Four: Arts, Entertainment & Recreation; Education

·         There is still no cure or vaccination available for COVID-19.  Be alert to scams or home remedies.  Contact your primary care provider if you have any symptoms and follow his/her instructions.

·         Prepping for Re-opening Our Region:  As we get closer to the possibility of re-opening our region we encourage everyone to be prepared in our preparations with our goal to protect the health and safety of our residents. Conditions will be monitored to limit and lessen (mitigate) any rebounds or outbreaks by restarting a phase or returning to an earlier phase, depending on the severity, to protect the most vulnerable. Re-opening will be data driven to determine the viability of the process. If there is a sharp increase of positive swabs and antibody results we need to determine if it is related to increased testing, lack of following guidance or a combination of the two.

o   For all businesses:  Develop a plan to limit the risk of infection of employees and the public.  Monitor workforce for symptoms, do not allow symptomatic people to physically return to work until cleared by a medical provider.  If possible continue to encourage telework whenever possible.

§  The Health Departments encourage stores and businesses to set guidelines that include not allowing patrons to enter if they are not wearing a face covering or are not wearing it correctly (covering the mouth & nose).  For those who cannot wear masks for legitimate breathing issues, ask someone else to run errands for your or call ahead to see if you can have curbside delivery.  Make sure you have proper signage noting your policy and that it is visible to your patrons.

§  Close common areas where personnel are likely to congregate and interact or enforce strict social distancing protocols.

§  Ensure 6 foot buffer zones when dealing with the public and between work stations.  Prioritize online payments over cashiers when possible.

§  Provide handwashing / hand sanitizing stations for employees and the public.

§  Consider making properly worn face coverings (covering the mouth and nose) mandatory for staff and customers.  For those unable to wear masks due to legitimate breathing issues, reassign them so they don’t interact with the public or have close contact with fellow workers.

§  Review your sick leave policy and enforce it so no on exhibiting symptoms is allowed to report for duty.  If someone becomes ill at work, have disinfecting protocol in place to clean the area(s) the employee has been in.

o   For everyone:  Wearing Masks and Social Distancing is paramount to preventing flare-ups and mini-outbreaks.  Everyone needs to be compliant.  Correctly wearing cloth masks (covering the mouth and nose) is part of a multi-prong approach to stop/slow the spread of COVID-19.  We know wearing a face covering is inconvenient and uncomfortable, but it can limit transmission of respiratory germs.  The mask traps the droplets before they spread into the environment.  Remember wearing a face covering helps to protect others from your potential germs.  Since many have been asymptomatic, this will help limit the spread…”My mask protects you, and your mask protects me!’  Wearing face coverings is a way of strengthening social distancing.

o   Minimize non-essential travel and adhere to CDC guidelines regarding isolation following travel.

o   Continue the following:

§  Continue frequent handwashing / hand sanitizing if soap and water are not available.

§  Continue frequent sanitizing / cleaning of shared surfaces.

§  Continue Social Distancing – staying 6 feet away from others (non-household members)

§  Continue Wearing face coverings

§  Stay HOME if you are sick!!!

Morning News Briefing

The city of Batavia has put a hiring freeze on all open positions.
It is part of a plan to offset a $2.5-million dollar shortfall in revenue.
Among the jobs that will not be filled are two firefighter positions. The summer recreation program has also been scrapped.
The annual Memorial Day Parade has been cancelled, not so much due to the expense, but the effort to maintain social distancing.
The city says it will find other ways to honor veterans with flags and flowers on their gravesites.

Just one new COVID-19 case reported in Genesee County, an individual living in the Town of Alabama. Two new cases reported in Orleans County. One of them at the Villages of Orleans Nursing home in Albion.

Governor Cuomo has announced the criteria regions across New York will need to achieve to reopen and says right now none of them have met all the required benchmarks. Those standards include several categories such as hospitalization rates, the number of available hospital beds, infection rates and coronavirus testing. Once a region is approved to reopen, it’ll happen in four phases starting with essential businesses that are considered low risk to spread the virus and ending with reopening things like entertainment venues and schools. New York has the highest number of coronavirus cases in the country with over 300,000.

State Police have released the name of a Darien man who apparently drown on his own property
The body of 77 year old David Scott of Broadway Road was found by his daughter Saturday afternoon.
Troopers say Mr. Scott had gone out to set up a pump in a retention pond.

The NFL is expected release its 2020 schedule for all teams in the league on Thursday.
In addition to home and road games with their traditional AFC East rivals, the Buffalo Bills are scheduled to take on the defending Super Bowl champion Kansas City Chiefs.

City Announces Hiring Freeze

The City of Batavia will continue to keep residents informed of service and program changes as the COVID-19 Pandemic continues

The City of Batavia will freeze hiring on all open positions across the City of Batavia. The City is facing an estimated shortfall in revenue of $2.5 Million in the General Fund that will affect many aspects of the City’s operations, including the ability to hire staff and fill positions.

The City will examine potential cost savings through a variety of measures including reduced spending, deferred purchases, and program cuts. Seventy-Two percent (72%) of the general fund spending is allocated to employee costs and various benefits related to employment. Communication and conversations with department heads and union leaders will continue as the City balances the revenue loss with delivery of critical services.

“I have directed City staff to make immediate spending reductions, freeze purchasing that can be deferred, and I have implemented a hiring freeze on all open positions in the City. These measures are only the first phase of plans to reduce spending amid projected revenue shortfalls. As the year continues the City will need to be flexible and adjust the City’s operations to keep pace with revenue shortfalls,” said Dr. Martin Moore, City of Batavia Manager.

The current open positions that will not be filled include two part-time Yard Waste Attendants, a part-time Ordinance Enforcement Officer, a full-time Laborer position, two full time Fire Fighter positions, multiple part-time summer recreation positions, and a full-time Youth Services Program Assistant.

“The summer recreation program will not be able to operate this summer due to the hiring freeze and spending reductions,” said Eugene Jankowski, President of the Batavia City Council. “I know myself, and all of Council, are disappointed that this program cannot continue this summer, but understand the difficult position the COVID-19 pandemic has put upon our City. We also will not be able to hold the Memorial Day Parade this year because of social distancing guidelines, but will still honor our Veterans with flags and flowers on their grave stones.”

Other cuts to programming and service are likely to occur due to financial constraints and because of rules and regulations that must be followed to continue to keep residents safe.

The City will continue to take proactive precautions to keep City employees safe from contracting and spreading the flu and coronavirus. Currently City Hall, and all other City buildings remain closed to residents. Facilities will re-open once a comprehensive reopening plan is in-place and with guidance from New York State and the Genesee County Department of Health and Emergency Management Office.

The City will continue to clean all facilities and wipe down all “high-touch” surfaces during the day to keep staff healthy and safe. The fire department will continue to disinfect city vehicles on a regular rotation and all city employees that currently interact with the public will continue to wear masks and appropriate Personal Protective Equipment (PPE).

The Department of Public works will be fitting protective paneling or “sneeze guard” shields to customer facing offices in the coming weeks.

Currently, the City has multiple options to contact employees, receive building permits, and pay bills. All departments are available via phone and email to assist you. As always in case of an emergency please call 911.

Residents who need to pay a bill are encouraged to use the drobox outside of City Hall, pay through personal online banking, call with a credit card, or mail a check.

If you need a dog license, hunting/fishing license, birth, death or marriage certificate/license please contact the City Clerk’s Office. You can also obtain information about Frequently Asked Questions on the City Clerks Page,

Questions on building permits can be directed to the Bureau of Inspection at 585-345-6345.

Morning News Briefing

Another resident of the Village of Orleans has died from coronavirus related disease.
This latest death reported over the weekend brings to 14 the total number of people to die at that nursing home since the pandemic began.
The nursing home has a 120 bed capacity.
On Friday, both the Orleans County Legislature and State Assembly Steve Hawley called for a full and complete investigation by the State Department of Health.

Three new cases of COVID-19 reported in Genesee County over the weekend. There were two new cases of the virus reported in Orleans County, both were residents of the Villages of Orleans in Albion.

An apparent accidental drowning in the town of Darien.
Police say a 77 year old man was found Saturday afternoon in a pond on his property along Broadway Road. The man’s daughter found him partially submerged in the pond. He could not be revived. The man’s name has not been released.

New York State is teaming up with several other states to buy much-needed medical supplies.
Governor Cuomo says the goal of the partnership is to keep states from bidding against each other for things like personal protective equipment, tests and ventilators. The items will be distributed to health care facilities and first responders in case a second coronavirus wave arrives.

Although there is no Wegmans Supermarket in Genesee County, many from here travel some distance to shop there.
The supermarket chain is limiting sales of its Family Pack 80 percent ground beef and Family Pack Boneless Chicken Breast.
Wegmans says those items will be restricted to two purchases per customer because of concerns over a possible meat shortage due to coronavirus.

Western New Yorkers are continuing to pay less when they fill up at the pump.
According to Triple A, the average cost for a gallon of regular gas is $2.20. That’s down four cents from last week and is 14 cents cheaper than this time a month ago.
Gas Buddy.com reports the lowest price in Genesee County is at The Rez in Basom: at $1.50 per gallon.

COVID-19 Daily Briefing, May 1, 2020

SITUATIONAL UPDATE:

May 1, 2020

STAY HOME; WASH HANDS; SOCIAL DISTANCING; WEAR A FACE COVERING

New Cases

·         As of 2:00 p.m.

o   Genesee County received 1 new positive case of COVID-19 for a total of 150 positive cases

§  The positive case resides in Batavia.

§  The positive case is in their 70’s.

§  The newly positive individual was not on quarantine prior to becoming symptomatic.

§  3 of the previous positive cases have recovered and have been released from mandatory isolation.

§  4 of the total active positive cases are hospitalized.

o   Orleans County received 1 new positive case of COVID-19 for a total of 96 positive cases

§  The positive case resides in Albion.

§  The positive case is in their 30’s.

§  The individual had been on mandatory quarantine prior to becoming symptomatic.

§  5 of the total active positive cases are hospitalized.

o   Orleans County has lost two more residents to COVID-19.  They were both residents at The Village of Orleans Health & Rehab facility.  Both were over 65.  We extend our deepest condolences to the family and friends of these individuals during this very difficult time.

·         Please take a moment of silence to remember all we have lost in our counties, our state, our nation and around the world.  These people are our parents, our grandparents, aunts and uncles, brothers and sisters, friends, neighbors and co-workers.  They have each been important to us and they have had an impact on all they have had contact with.

Click here to view the Genesee and Orleans County online map of confirmed cases

The facility breakdown is only showing those facilities from where we received a postive swab for COVID-19.  Facilities will be added when and if there is a positive case of COVID-19.  If a regulated facility from either of our counties is not listed, there are no positive cases of COVID-19 as of the release of this briefing.  The local health departments do not have oversight with many regulated facilities, which may include nursing homes, correctional facilities, hospitals, etc.

 ·         In order to show community spread of the active cases, we have broken out the facilities and all active cases (mandatory isolation, mandatory quarantine and precautionary quarantine and recovery) will only be community cases.  We will continue to include all confirmed cases, total tests administered, total negative results, ages and deaths cumulatively for both community and facilities.  We found that because we are not the agency that follows non-county regulatory facilities we couldn’t report recoveries.  We expect this will give a clearer picture of what is happening in Genesee and Orleans Counties.

o   We are having conversations with our local facilities as appropriate to provide guidance and personal protective equipment (PPE) as it is available, but we are limited in what we can do because they are state or federal facilities and not under local oversight.  If you have questions or concerns about a specific facility we encourage you to talk directly with the facility and the appropriate oversight agency.

·         The NYS Health Department will partner with the State’s Attorney General to investigate nursing home violations.  A hotline or online form can be submitted where residents, families, or members of the public can share complaints about nursing homes that have not provided required communications with families about COVID-19 diagnoses or fatalities, nursing home abuse, and neglect including failure to follow rules to keep residents safe.  The hotline number is 833-249-8499 or click the link for the online form:  https://ag.ny.gov/nursinghomes
